Large-scale strikes targeted Iranian military assets and the Islamic Republic\u2019s top leadership, killing Supreme Leader Ayatollah Ali Khamenei. Tehran\u2019s Assembly of Experts appointed Ali Khamenei\u2019s son,\u00a0Mojtaba\u00a0Khamenei, to succeed him. Iran has retaliated by targeting U.S. military facilities in the region, Israel, and energy and civilian infrastructure in the Gulf states. Israel launched a military offensive into\u00a0southern Lebanon\u00a0after Hezbollah fired rockets at Israeli territory, while the Iran-backed\u00a0Houthis in Yemen\u00a0launched ballistic missiles at Israel\u2014both in solidarity with Iran amid the broader regional war.<\/p>\n<p class=\"wp-block-paragraph\">Iran\u2019s ambassador to the United Nations stated that more than\u00a01,500 civilians\u00a0have been killed so far, including at least 175 people who were killed by a\u00a0reported U.S. strike\u00a0on an Iranian elementary school, and up to\u00a03.2 million\u00a0have been displaced. Thirteen\u00a0U.S. service members\u00a0have been killed.<\/p>\n<p class=\"wp-block-paragraph\">The attack quickly escalated into a regional war with widespread ramifications for\u00a0critical supply chains\u00a0and\u00a0humanitarian aid. Iran\u2019s effective closure of the\u00a0Strait of Hormuz\u00a0has caused a global energy shock. During a war with Iraq, Iran decided to develop nuclear weapons to ensure its security in the late 1980s. Consequently, Iran pursued agreements with China and Russia to support the program\u2019s research throughout the 1990s. In the summer of 2002, the National Council of Resistance of Iran, an umbrella organization made up of Iranian dissident groups,\u00a0exposed the existence\u00a0of two Iranian nuclear sites that were hidden from the IAEA.<\/p>\n<p class=\"wp-block-paragraph\">By 2003, diplomats launched an\u00a0intensive effort\u00a0to halt Iran\u2019s nuclear program. Iran agreed, insisting only on keeping its centrifuges for nuclear energy. However, it did not follow through on its commitment to transparent reporting to the IAEA and continued covert activities, leading to a\u00a0June 2004 rebuke\u00a0and a\u00a0September 2005 finding\u00a0of non-compliance by the IAEA, paving the way for a future referral to the UN Security Council (UNSC). In 2006, the UNSC adopted\u00a0Resolution 1696, the first legally binding call for Iran to suspend its uranium enrichment program. Over the next few years, the UNSC adopted a series of resolutions imposing crippling economic sanctions on Iran for its failure to suspend its enrichment-related activities.<\/p>\n<p class=\"wp-block-paragraph\">Between 2011 and 2015, the compounding effects of international sanctions led Iran\u2019s\u00a0economy to contract\u00a0by 20 percent and\u00a0unemployment to rise\u00a0to 20 percent. In 2013, Hassan Rouhani, a noted pragmatist, won Iran\u2019s presidential election, campaigning on a promise to\u00a0lift sanctions\u00a0and restore the economy. Over the next two years, the United States convened several rounds of bilateral talks and led the other P5+1 coalition members\u2014China, France, Germany, Russia, and the United Kingdom\u2014in negotiations with Iran\u2019s new leadership. These efforts culminated in the adoption of the\u00a0Joint Comprehensive Plan of Action\u00a0(JCPOA) in 2015. Once key parties signed the agreement, the UNSC approved\u00a0UN Resolution 2231, paving the way for sanctions relief.<\/p>\n<p class=\"wp-block-paragraph\">The JCPOA required Iran to\u00a0reduce its stockpile\u00a0of enriched uranium by 98 percent for fifteen years, cut the number of operating centrifuges by two-thirds for ten years, and provide inspectors\u00a0access to enrichment facilities\u00a0within twenty-four days if the IAEA suspects violations. Moreover, if the IAEA confirmed violations, the JCPOA allowed for the immediate reinstatement of sanctions. After the JCPOA entered into force on January 16, 2016, Iran received\u00a0sanctions relief\u00a0totaling nearly $100 billion. However, Iran continued to\u00a0develop ballistic missiles, which, according to the United States, violated UN Resolution 2231.<\/p>\n<h2 id=\"IransRegionalProxies-1\" class=\"wp-block-heading\">Iran\u2019s Regional Proxies<\/h2>\n<p class=\"wp-block-paragraph\">Though the JCPOA limited Iran\u2019s nuclear ambitions, its regional ambitions continued to grow. Iran persisted in\u00a0arming and training\u00a0Shiite militants through its\u00a0Quds Force\u2014the international arm of the\u00a0Islamic Revolutionary Guard Corps\u00a0(IRGC)\u2014which has exacerbated sectarian divisions in the Middle East. Iran has provided years of\u00a0military aid and training\u00a0to the Palestinian militant group Hamas, which enabled its October 7, 2023, attack on Israel. The Quds Force has also provided\u00a0advanced armed drones\u00a0to Hezbollah in Lebanon, trained and funded more than\u00a0one hundred thousand\u00a0Shiite fighters in Syria, supplied\u00a0ballistic missiles\u00a0and\u00a0drones\u00a0to Yemen\u2019s Houthis, and helped Shiite militias in Iraq\u00a0build missile capabilities.<\/p>\n<p class=\"wp-block-paragraph\">The U.S. government considers Iran to be the\u00a0foremost state sponsor of terrorism, spending more than one billion dollars on terrorist financing annually. There are between\u00a0140,000 and 185,000\u00a0IRGC-Quds Force partner forces across Afghanistan, Gaza, Lebanon, Pakistan, Syria, and Yemen.<\/p>\n<h2 id=\"TrumpsFirstTermClashWithIran-2\" class=\"wp-block-heading\">Trump\u2019s First-Term Clash With Iran<\/h2>\n<p class=\"wp-block-paragraph\">Because the JCPOA only addressed Iran\u2019s nuclear program\u2014and not its revisionism or ballistic missile programs\u2014the first Trump administration\u00a0withdrew the United States\u00a0from the agreement, pledging to seek a more comprehensive deal. In 2018, the Trump administration began\u00a0reimposing sanctions\u00a0on Iran and demanded that European countries withdraw from the JCPOA as part of a new containment strategy. U.S. sanctions sparked the\u00a0worst economic crisis\u00a0Iran has faced in forty years,\u00a0cutting Iranian oil exports\u00a0by more than half and\u00a0emboldening Iranian hardliners.<\/p>\n<p class=\"wp-block-paragraph\">While the Trump administration pursued a strategy of maximum pressure to bring Iran to the\u00a0negotiating table, Iran began to contravene the JCPOA\u2019s restrictions on its nuclear program, raising tensions. In April 2019, the United States designated the IRGC a terrorist organization. When the Trump administration received intelligence of potential Iranian attacks on U.S. troops, it deployed bombers, carriers, and additional forces to the Middle East. Over the next month,\u00a0six oil tankers\u00a0in or near the Strait of Hormuz were attacked, which U.S. government officials blamed on Iran.<\/p>\n<p class=\"wp-block-paragraph\">In late June 2019, Iran\u00a0downed\u00a0a U.S.\u00a0Global Hawk drone\u00a0in the Strait of Hormuz; President Trump ordered a\u00a0cyberattack\u00a0and the imposition of\u00a0new sanctions\u00a0in response. On December 31, Trump blamed Iran for backing protests that tried to seize the U.S. Embassy in Baghdad. Days later, tensions peaked when the United States killed\u00a0Qasem Soleimani, the commander of Iran\u2019s Quds Force, in a Baghdad air strike. In response, Iran said it would no longer adhere to\u00a0restrictions\u00a0under the nuclear deal, and it accidentally\u00a0shot down\u00a0a Ukrainian passenger plane while on high alert. In late 2020, Trump continued to ratchet up\u00a0sanctions, and Iran\u00a0boosted\u00a0uranium enrichment to levels well beyond the limits of the nuclear deal after one of its top nuclear scientists was killed.<\/p>\n<h2 id=\"ConflictBetweenIsraelandIran-3\" class=\"wp-block-heading\">Conflict Between Israel and Iran<\/h2>\n<p class=\"wp-block-paragraph\">The outbreak of war between Israel, a close U.S. ally, and the Palestinian Iran-backed militant group Hamas in October 2023 escalated tensions between Iran and Israel. Iran-backed proxy forces ramped up strikes in protest of Israel\u2019s military incursion into the Gaza Strip, including more than\u00a0two hundred attacks\u00a0on U.S. and Israeli targets in Iraq and Syria. In response, the United States ordered air strikes on two Iran-backed facilities on October 26, 2023, and eighty-five more Iran-affiliated targets in the two countries on February 2, 2024. The\u00a0Houthis in Yemen\u00a0and\u00a0Hezbollah in Lebanon\u2014both actors in Iran\u2019s axis of resistance\u2014also launched attacks from the Red Sea and Israel\u2019s northern border with Lebanon, spurring fears of regional spillover.<\/p>\n<p class=\"wp-block-paragraph\">In 2024, Israel and Iran\u2019s confrontation shifted from indirect, proxy-based hostilities to direct exchanges of strikes. On April 1, a suspected\u00a0Israeli air strike\u00a0against an Iranian consular building in Damascus, Syria, killed two of its generals and five military advisors. Iran retaliated by launching over three hundred\u00a0drone and missile attacks, the first time Iran had\u00a0directly targeted\u00a0Israel.<\/p>\n<p class=\"wp-block-paragraph\">Following Israel\u2019s killing of the leaders of Hamas and Hezbollah, Iran launched\u00a0180 ballistic missiles\u00a0against Israel in October 2024. Israel then launched its\u00a0largest direct attack\u00a0on Iran, targeting its air defenses and missile production facilities. Israel\u2019s\u00a0decimation of\u00a0Hamas and Hezbollah leadership, coupled with the downfall of the Bashar al-Assad regime in Syria, considerably weakened Iran\u2019s axis of resistance in 2024.<\/p>\n<p class=\"wp-block-paragraph\">Upon returning to office in 2025, U.S. President Donald Trump restored his maximum pressure campaign against Tehran while also initiating negotiations on its nuclear program\u2014the\u00a0first direct U.S.-Iran talks\u00a0since he withdrew the United States from the JCPOA nuclear deal in 2018. Israel was wholly opposed to the negotiations and has maintained an unwavering commitment to dismantling Iran\u2019s nuclear program. Israeli officials argue that Iran\u2019s clandestine efforts to develop nuclear weapons would fundamentally alter the regional balance of power, posing a\u00a0direct danger\u00a0to Israel\u2019s survival.<\/p>\n<p class=\"wp-block-paragraph\">On June 12, the International Atomic Energy Agency (IAEA) declared Iran was violating its\u00a0non-proliferation obligations\u00a0for the first time in twenty years, prompting Iran to announce it would open a secret uranium enrichment site. The next day, Israel launched a\u00a0unilateral military strike\u00a0against Iran, targeting nuclear facilities, missile factories, senior military officials, and nuclear scientists. Iran\u2019s Foreign Minister Abbas Araghchi\u00a0declared the attack\u00a0\u201can act of war,\u201d and Iran retaliated by launching waves of drones and dozens of ballistic missiles. Israeli Prime Minister Benjamin Netanyahu described the operation as a last-resort effort to prevent Iran from acquiring nuclear weapons. Although the Trump administration had recently\u00a0resumed nuclear negotiations, President Trump increasingly\u00a0voiced support\u00a0for Israel\u2019s objectives and signaled his openness to\u00a0regime change\u00a0in Tehran.<\/p>\n<p class=\"wp-block-paragraph\">Following a week of air strikes between Israel and Iran, the United States\u00a0directly intervened\u00a0in the conflict, attacking three Iranian nuclear sites in Fordow, Isfahan, and Natanz on June 21. The Trump administration claimed the strikes\u00a0significantly hindered\u00a0Iran\u2019s capacity to achieve weapons-grade uranium, but the head of the UN nuclear watchdog assessed the program was set back by a matter of months. Trump is the\u00a0first U.S. president\u00a0to attack another country\u2019s nuclear program and the first to explicitly join Israel in an attack on an adversary. Iran retaliated on June 23, launching a\u00a0missile attack on U.S. forces\u00a0stationed at the Al Udeid Air Base in Qatar; no casualties were reported. Trump announced a ceasefire later that day.
